Can someone please direct me on where to go government-wise to make a formal complaint?
I'm not thinking BBB, but that I was called by a business today at 6:30 AM. I'm about 98% certain that this is not a legal time for businesses to contact consumers and wake the household up. I can't find the information on FTC or otherwise.

Dell was what is was, and a guy with an extremely heavy accent. He was supposed to be checking in about the local tech that was over today to repair my laptop.

I want to make a formal complaint somewhere first, and then contact Dell after.
