You're kidding me, right?

I still consider this bad service on the part of my landlord.

Basic summary: J and I move to a larger apartment in the complex I already live in last October, he is unable to come to the first lease signing, but I put him down as a resident and told the landlord/office person this and was told there was no problem. We renew in May as the company changed all its leases to be May-May. We both sign the lease to renew, and I get a note that says "Who is J? Anyone living with you needs to fill out a rental application" with an application. He does, and gets a bad reference from his last landlord (his fault, which we understand), gets a message saying provide rental history or a cosigner now. We attempt to provide different rental references twice, after I am told he doesn't need a cosigner, just the reference/history. (Entry about this is here.) The second time we think everything's fine as we hear nothing more from our landlord.

That is until a couple of days ago.

J went to the office to pick up a package and is informed hey guess what, you're STILL living here illegally! They never followed up because they've had a "busy summer." I guess they couldn't verify the last rental history either, and they're just now getting to it four months later. They'll be dropping off some paperwork for him "soon."

I am honestly at a loss here. What if the last apartment he has left can't be verified (like one of the other ones)? Do they have to allow him the option of a cosigner? From looking up the laws in my state, it seems like they can give him five days notice if they decide he has to leave, but I can't see if there's anything we can do. I mean, it's not like we're trying to pull one over on them, we've been making an effort! And it's not our fault they "forgot" about it over summer. I'm just frustrated and I thought dealing with this was over.
