Here's the response I just recieved from the property manager
I would like to apologize for your inconvience. The covered parking does
have a few flaws. I am trying to work them out.
The courtesy patrol should have had the information for you. I am not sure
why at this point but I have a call into them.
Management is the only person that has the authority to have a car towed.
The process is that when someone is parked in your space the courtesy patrol
is to tag the vehicle. The next morning if the car is still in your spot I
will have it towed.
