questionable service

I don't really know what to consider this service, but I wanted input on if I'm the only one who finds this strange.

Last night two of my friends and I were coming home pretty late. It was after midnight and we live in a town where pretty much no food establishments are open past 10PM. We were hungry and wanted to grab something to eat before we came home. We decided to go through the drive-thru at Taco Bell. We each ordered our food and asked for one cup of water, since my friend Alan was really thirsty but doesn't drink soda. We were then told that they don't serve tap water past midnight.

When we got to the window we asked the employee why we couldn't have a cup of water along with our $20 order. She shrugged and told us that her boss doesn't let them.

Now, don't get me wrong. I'm not blaming the employee, because I do understand following your boss's orders. But this policy seems questionable to me, especially since we obviously were paying customers.
