Question: Are courier companies allowed to leave packages with your neighbours even when you haven't specified to do so?

A package I had ordered from Amazon last week, was delivered on Saturday to my next door neighbours. I live in a building (its like an old large victorian style house with about 6 studio flats within) Most of the other houses on my street are the same. Now I could understand if the courier had left the package with someone that actually lived in my building, because we all have a shared mail table thing. But they hadn't, he had left it with someone in the next building over.

Another problem that I've run into is this: I was home all day Saturday.

So this guy, delivered my package to my neighbours, when I was home, then came back over to my flat and left a card saying he left it there..
